At the foundation meeting, one trustee called the new donor’s offer a miracle.
Evan put the proposed agreement on the screen.
“It keeps the building standing,” he said. “Then it gives a private organization the right to choose every class held in the center.”
“Bellwether would still own it,” the trustee replied.
“Bellwether couldn’t run its own program there.”
The donor was a regional education company. Its agreement would replace free evening instruction with courses selected by its management. It promised “community access,” but set no limit on fees.
“Ask them to remove the programming clause,” another trustee said.
“We did,” Priya answered. “They refused.”
The foundation could make a contribution of its own, but not enough to solve Bellwether’s entire shortfall without cutting other grants. Evan proposed a smaller emergency gift, restricted to next term’s existing student aid, on the condition that Bellwether publish a verified budget and pursue other funding openly.
One trustee frowned. “That exposes the foundation too. Our name is in their projection.”
“It should be,” Evan said. “We never committed the money they counted.”
“Your mother would have handled this quietly.”
Evan looked at the trustee. “My mother’s correspondence says Bellwether should look elsewhere if a developer wanted to change East Hall’s purpose. I don’t know how she would have handled today’s deficit.”
The board approved the limited gift by one vote. It would help keep current aid promises, but it could not finance the entire next term. Evan called Mara with the result.
“Can I tell the students their awards are safe?” she asked.
“Tell them which awards this covers. Don’t promise more.”
She was silent a moment. “I’m getting used to that answer.”
“So am I.”
Bellwether released its verified budget two days later. Mara held an open meeting with students and staff, explained the shortfall, and named the assumptions that had made earlier projections appear stronger. She did not name a culprit before the independent review was finished.
The news was ugly. Parents called. Prospective students asked whether their offers would change. A faculty group demanded a vote of confidence in Mara.
Caroline called Evan that evening.
“You’ve made us look insolvent,” she said.
“The numbers were in the accounts.”
“They didn’t need to be on the front page.”
“Students were being asked to make plans using numbers the board knew were wrong.”
Caroline exhaled sharply. “You can afford to enjoy transparency. Some of us have to make payroll.”
Evan was standing outside East Hall when she called. Through the center window, he could see Nia’s mother helping a man complete an application. Nobody inside knew the argument taking place on the sidewalk.
“I’m not enjoying any of it,” he said.
“Then stop pretending one restricted gift will save this place.”
“I haven’t said it will.”
“What do you want from me?”
“The truth about the missing appendix. You downloaded it in Mara’s office.”

“I opened it because Mara asked me to find it.”
“You told her you didn’t see a completed version.”
A pause.
“The version I saw was incomplete,” Caroline said.
“Where did the copy on the removable drive go?”
“I didn’t bring a drive.”
“Then someone else did. Who had access while you were there?”
“I was alone.”
Evan heard a car pass behind him. “Those two statements leave us with a problem.”
“I know what they sound like.”
“Then talk to the reviewer.”
“I already have an appointment.”
She ended the call.
The reviewer’s first findings arrived the following afternoon. They did not accuse anyone of theft. They established that Appendix D had been downloaded from Mara’s computer, that Voss had entered the administration building that day, and that the version sent to the appraiser omitted current residents and the teaching center. They also established that Caroline’s office had approved the misleading housing survey.
The report reserved its conclusion on who altered the documents and why.
Evan read it beside Priya. “There’s enough to stop another vote on the old appraisal.”
“There’s enough for the trustees to ask Caroline to step aside,” Priya said.
“That decision belongs to them.”
“And what about you?”
“What about me?”
Priya pointed to a separate paragraph. The review found that the Mercer Foundation had received Bellwether’s annual financial summaries for three years. They were broad summaries, but the decline in available funds was visible. Evan had only taken a larger role recently; other foundation officers had handled the reports before him.
“Richard will use this,” Priya said.
“He should be able to ask why we didn’t look closer.”
“You weren’t chair then.”
“No. But I’m asking the university to account for what it knew. The foundation has to do the same.”
Evan called a foundation meeting to review its past oversight. He knew some trustees would see that as an attack on them. He also knew Bellwether’s students would hear about the reports soon enough.
At dusk, Nia found him outside the teaching center. She had a folded newspaper under one arm.
“My mother read the budget,” she said. “She wanted to know if Tuesday classes are still on.”
“They are.”
“For how long?”
“We’re working on funding the center separately from the housing gap.”
“She said you’d answer like that.”
“Was she angry?”
“No. She said at least it means you’re still looking.”
Nia handed him the paper. The student newspaper had printed a timeline of East Hall’s proposed redevelopment. Underneath was a photograph of the courtyard: Blake bending to pick up his keys while Evan and Mara climbed the steps.
“I’m glad they finally showed what happened,” Nia said.
Evan looked at the photograph. He had thought that moment was over almost as soon as it happened. Instead, it had followed every meeting, every interview, every argument about who deserved to be believed.
Nia pointed to the headline on the next page. Richard Whitmore had requested a special board meeting to challenge the review’s findings and present what his attorney called “the complete financial record.”
“He’s still trying to get the deal?” she asked.
“I don’t know what he’ll ask for.”
Evan’s phone rang before he could say more. It was Daniel.
“Caroline has given the reviewer another copy of Appendix D,” Daniel said. “She says Voss handed it to her outside Mara’s office.”
“Why didn’t she say that earlier?”
“She says she was afraid it would look as if she helped him remove it.”
“Does her copy match the recovered version?”
“Mostly.”
Evan moved away from the center’s open window. “What’s different?”
“There’s a page at the end. It lists who authorized the revised instructions to the appraiser.”
Evan waited.
Daniel’s voice dropped. “It has Mara’s initials on it.”
