By eleven on Saturday, Bennett's Table had served eighty-three lunches and run out of its first tray of potatoes.
Claire cooked while Jules called order numbers. Sam's taco truck occupied the next row; he had agreed to let them use his extra cold storage if their repaired generator faltered. It ran steadily.
Luca arrived with Evan and took a place at the back of the queue. Evan carried a folder instead of fries.
"You're not here to work," Claire told Luca when he reached the window.
"Then stop handing me jobs."
She gave him an order pad. He took it. The woman behind him laughed; Luca wrote down her request for no onions with such concentration that Claire had to look away to keep from smiling.
For two hours, the festival let them pretend to be ordinary. Then Graham Vale stepped onto the development pavilion stage.
The pavilion stood twenty yards from the food trucks. A model of the proposed hotel occupied the center of it, its new entrance placed exactly where Bennett's Table had stood. Around it gathered investors, city representatives, local reporters, and neighbors who had come for lunch and stayed to hear what would happen to their street.
Graham spoke about new jobs and a walkable district. Claire heard Mrs. Alvarez behind her.
"He didn't mention the shops he already emptied."
Claire turned. Mrs. Alvarez wore the blue jacket she had worn to every tenant meeting. The bicycle mechanic stood beside her. They had both made their statements to the clinic. They were here by choice.
"You don't have to speak today," Claire said.
"I know," Mrs. Alvarez replied. "That's why I can."
Luca received a message from Priya. The board committee had approved an immediate pause on the Carter Street project and an independent review of tenant payments. It was a real step, and only a beginning.
He waited until Graham invited questions.
"Before you discuss the hotel entrance," Luca said from the front of the crowd, "tell them whose businesses were there."
Graham's smile held for a second. "Mr. Moretti. I didn't realize you'd join us."
"You sent the presentation to my office."
Several people turned. Claire remained beside Mrs. Alvarez. This was their street; she would not let the exchange become a private dispute between two men in suits.
"I had a tailoring shop in that entrance," Mrs. Alvarez said. "You recorded a relocation payment to a company with my name on it. It wasn't mine."
Graham lowered the microphone. "There are confidential tenant matters we shouldn't discuss publicly."
"You just presented our empty stores publicly," Claire said.
A reporter raised a phone. Jules, standing near the truck, did not turn off the service window. Customers could see who spoke and who chose to leave.
Luca took the stage at Graham's invitation only after Mrs. Alvarez had finished. He announced that Moretti Urban was pausing the project, preserving all tenant records, suspending disputed contractor payments, and providing each former tenant with access to their own documents through independent counsel.

Graham leaned toward the microphone. "A pause would be premature. These moves were approved."
Luca faced him. "The authorization is under review."
"Because Ms. Bennett says her signature was forged?" Graham asked. "That's an allegation."
"Because seven tenants have inconsistent records," Luca replied.
Claire felt the crowd change. Seven had weight one did not. The bicycle mechanic held up his own statement. A city representative asked how to contact the reviewing counsel. Evan supplied the clinic's details and Priya's business card, careful not to take anyone's documents.
For the first time in weeks, Claire watched an immediate result: the festival organizer agreed to keep Bennett's Table in its assigned position despite the pending complaints. The city's vendor liaison said her permit remained valid while the allegations were reviewed. That did not repay a lost lunch location, but it prevented another one from vanishing that afternoon.
The vendor liaison then asked for copies of the complaints. Claire had anticipated that. Jules brought over a folder containing each notice, the truck's permit, and their daily closing logs. Claire showed the photograph taken from the parking structure.
"The window is shut," she said. "The complaint says we were serving food at that hour."
The liaison examined it and promised a written determination. Claire requested one for all five complaints, with the evidence for each attached. She wanted a decision she could show the next lot owner, not a friendly assurance that would disappear when the festival ended.
Mrs. Alvarez watched her tuck the folder away. "You prepared for him to challenge you."
"I prepared for everyone to ask what I can prove."
At the back of the crowd, the bicycle mechanic began showing his own notice to a reporter. Claire asked him to cover his account number before the camera came closer. His shop had been taken once; she would not let his private information become the price of being heard.
Graham saw the same shift. His expression settled into something cooler.
"If we're discussing approvals," he said, "we should discuss all of them."
He took a slim folder from his aide. Inside was a printout of an electronic authorization, complete with Luca's name, a system reference, and a timestamp. It approved the accelerated vacancy strategy. Graham held it high enough for the nearest reporter to photograph.
"The order came from the top," he said.
The crowd grew quiet. Luca did not reach for the document.
"An authorization record is not the same as the file that was authorized," he said.
"Convenient distinction," Graham replied. "The record says what it says."
Claire knew Luca had approved a preliminary budget on that date. She also knew the policy in Martin's undelivered envelope had protected the tenants. But the copy Graham displayed was legible, official looking, and devastating in a photograph.
Mrs. Alvarez turned toward Claire. "Can he prove it wasn't that page?"
"I think we can prove what was attached when he clicked," Claire said.
She had not mentioned her original email to Graham. It was the one the subcontractor had sent her with the early construction schedule. Its package included a distribution sheet identifying the original approval packet, sent before the notice was rewritten. Priya had preserved the message from Claire's original mailbox the previous night and arranged for the independent auditor to be present at the festival.
Claire crossed the pavilion. The auditor stood near the model, carrying a sealed laptop case. Priya was beside her.
"Do you have the original message open?" Claire asked.
"Preserved and ready," Priya said.
Graham watched them. "A tenant's email won't override a company authorization."
"It doesn't need to," Claire said. "It shows which attachment was there first."
Priya connected the auditor's laptop to the pavilion screen with the organizer's consent. Claire did not ask the audience to trust her description of a document. She asked them to look at its date and the attachment identifier beside it.
The screen brightened. The auditor opened the original email header.
Then she clicked the attachment history.
