Elena began her testimony with the meal line.
She described Tess standing over a tray she was afraid to accept, the kitchen worker looking toward Holt before serving it, and an apple that passed through three hands because everyone knew Vera might punish the person who kept it. Then she described Sofia’s letter.
“My sister tried to document what she saw,” Elena told the oversight panel. “She also made a mistake. She trusted an officer who passed along the names of women who had spoken to her. Sofia admitted that mistake in writing. She tried to protect those women afterward.”
She did not call Sofia fearless. Mina had told her how frightened she was. Elena wanted that on the record too.
The hearing did not decide a criminal case. It established which records had been withheld, what Grayhaven had failed to investigate, and which protections the women still needed. Elena gave the panel her account of the yard and explained why the video mattered alongside the earlier evidence. A camera had captured one afternoon. Twelve women had described months.
Mina testified privately. Tess chose to submit her signed statement without appearing. Ruth testified about the envelope she had carried and the food she had taken, accepting questions about her own part in Vera’s demands. Janine gave investigators access to her medical inventory notes but declined the public session. No one treated her refusal as evidence against her.
The department kept Vera separated from Block C while the facility referred the documented assaults, coercion, and theft allegations for prosecution. Her disciplinary case proceeded as well. The outcome would take time, and Elena did not pretend the first hearing settled it.
Holt remained suspended. His admissions and the records were sent to an outside prosecutor. Pierce’s employment ended after an administrative finding that she had altered the medical record and mishandled Sofia’s letter. The separate review of whether either woman or man bore legal responsibility for Sofia’s death continued.
Elena read the findings twice. She had wanted a single sentence that answered the question which had brought her to Grayhaven:
What happened to Sofia?
The documents gave her several answers and left one painful part unresolved. Holt had pulled Sofia from the laundry door. She had gone to medical with bruised hands. Pierce had changed how her arrival was recorded. The reviewers could not yet say how those events related to the infection listed as her cause of death.
She signed the request for the medical review to continue. It was the last decision she could make for Sofia. Everything after that belonged to evidence she did not control.
For the women still living at Grayhaven, changes could not wait for that answer. An outside team audited the meal and medical supply counts. Meal supplements required a documented recipient, and a separate staff member checked each daily tally. The administration restored food to women whose access had been improperly restricted and arranged independent reviews of the disciplinary reports linked to their complaints.

The rules sounded small when Price read them aloud. Tess said they were not small to anyone who had spent a day wondering whether supper would arrive.
At the next review meeting, Tess asked a question none of the officials had prepared for: who would hear a complaint from a woman afraid to sign her name? The new warden first pointed to the existing grievance box. Tess described how Vera had once stood beside it for an entire afternoon. The warden agreed to a private interview route through an outside liaison, with receipt numbers women could keep without displaying a form in the housing unit.
Mina asked how they would know the route worked after the investigators left. Price committed to returning for follow-up interviews and to reporting how many complaints were received and answered, without identifying the women who made them. Elena knew a policy could fail even when it sounded right in a meeting. Mina and Tess had made the officials explain how they would check it.
Ruth remained apart from the women she had helped intimidate. She had offered to apologize to Tess, but Tess declined. Ruth sent no message through Mina. She kept cooperating with the inquiry and accepted that telling the truth did not entitle her to forgiveness.
Elena visited Grayhaven once more before her assignment ended. She entered through the front gate in her own clothes, with her real credentials, and waited for an officer who had never met Sofia to check them.
Mina came to the visiting room carrying a paperback. Its cover was intact.
“The laundry’s louder than ever,” she said. “Now people are actually talking over the machines.”
“How’s Tess?”
“She keeps her fruit in her pocket until after supper. I think she wants to see if anyone asks for it.”
Elena smiled, then looked at the book in Mina’s hands. “Is that mine?”
“A replacement. Your old one was ruined.” Mina pushed it across the table. Inside the front cover, she had written Sofia’s name and a list of the women who wanted it there. She had asked each of them first.
“I thought we could keep it in the common room,” Mina said. “If you’re all right with that.”
Elena touched the names. “It’s your book.”
Mina’s eyes filled. “I keep thinking of what I should’ve said before she went to medical.”
“Me too.” Elena had never told Sofia she understood why she kept writing. She had told her to be careful so often that Sofia had stopped sharing the worst of what she saw. “I used to think that if I found every missing page, I’d finally know what to say to her.”
“What would you say now?”
“That she should have come home,” Elena said. “And that I’m proud she cared about those women. Both things are true.”
Mina put her hand over Elena’s for a moment. Neither tried to make the other feel better.
On her way out, Elena passed the dining room. Tess was carrying a tray with a full meal and a red apple. Ruth, seated at another table, asked whether the chair beside her was free. Tess considered it, then sat with Mina instead. Ruth nodded and returned to her own lunch. The choice belonged to Tess.
Outside, Elena stopped where she could see the yard through the administration window. The bench beneath the cracked camera had been repaired and the camera housing replaced. A new woman sat at one end with a paper napkin under her apple. Another woman asked if she could sit beside her.
The newcomer moved her tray to make room.
No one came to collect a fee. No officer looked away. They ate while the cold light crossed the concrete.
Elena stayed until the woman took the first bite of her apple. Then she went through the gate and carried Sofia’s memory home.
