Chapter 10 — The Hearing on the River
By the time the hearing began, Elias had stopped waiting for a clean route through disaster. He needed only one route that left no one else behind.
That was why every file had been copied, every authority notified, and every risky step made in daylight.
He would not let Julian turn secrecy into another advantage.
“We are not trading evidence for a hostage,” Rowan said.
“We are not giving Julian what he thinks he is getting,” Elias replied.
The East River public hearing had been scheduled weeks earlier to address the contract controversy. Julian had chosen it because cameras would be everywhere. Elias chose it because cameras meant witnesses.
Before dawn, Calder & Moss delivered encrypted copies of Eliza’s recording and the ledgers to the court auditor, the district attorney’s office, and three independent reporters. Nina created a timed release that would publish the files if Elias’s phone stopped checking in.
“The original recorder stays in custody,” Elias said. “Julian sees a decoy.”
Rowan looked at him. “And Daniel?”
“The police use the location ping from his phone. You coordinate with them, not around them.”
Rowan’s mouth tightened, but he nodded. “Understood.”
At the river pavilion, rain lashed the temporary glass walls. Protesters filled the public gallery. Board directors occupied the front row. Julian arrived with his attorneys and the serene expression of a man who had mistaken delay for victory.
Elias took the podium.
Julian rose before he could speak. “Before this hearing begins, the public deserves to know that Mr. Hart has concealed material personal circumstances while seeking control of a public contract.”
The room stirred.
Elias felt every eye turn toward him.
Then he placed both hands on the podium.
“The public deserves to know who diverted flood-resilience money for twenty years,” he said. “They deserve to know who manufactured a chemical assault, leaked private medical information, and used a company crisis to attempt a private takeover.”
Nina activated the screen behind him.
The ledger entries appeared first. Then the restored data-watermark proof. Then the footage of Miles giving Julian the universal hotel access card.
Julian’s attorney objected. The hearing chair overruled him pending the authorities’ review.
“You are exploiting a private medical event,” Julian said, voice rising for the first time.
“No,” Elias said. “You did that. I’m refusing to let it work.”
The doors at the rear opened.
Detective Nunez entered with Daniel Cho, pale and wrapped in a police jacket. Applause did not break out; the room was too stunned for it.
Daniel took the witness chair.
“Miles told me Julian wanted the two CEOs discredited,” he said. “The hotel attack was supposed to leave them compromised, furious, and unable to trust each other. He said the project would be easier to steal if both men looked guilty.”
Julian’s face finally cracked.
“You have no proof I ordered anything,” he said.

Elias lifted the decoy recorder.
“You called me this morning and told me to bring this. You also told me to come alone.”
The audio from that call played through the hearing speakers.
Julian looked toward the exits. There were officers at each one.
He laughed once, sharply. “You think this saves Harborline? The trust assets are already gone.”
Detective Nunez stepped forward with the warrant team.
“Julian Ward, you are under arrest on preliminary charges including conspiracy, unlawful access, witness intimidation, and financial fraud.”
As officers took him away, Julian looked at Elias with something close to hatred.
“You will still lose everything,” he said.
Elias watched him disappear into the rain.
Then he turned back to the room and saw Rowan standing by the wall, waiting for permission before coming closer.
Elias gave the smallest nod.
Rowan crossed the space and stopped beside him—not in front, not behind.
The hearing chair called for recess. Outside, the river kept rising against its banks.
In the secured backstage room, Detective Nunez placed a folded note in front of Elias. It had been found in Daniel’s jacket when officers recovered him from a storage warehouse near the river.
He said no one would believe an Omega who looked afraid.
Elias read it once, then placed it facedown.
“He wanted fear to do his work,” Rowan said.
“He wanted me to become easier to manage.”
Mira entered with the hearing chair and two city officials. The public session could resume, but only if Elias chose to continue. No one would blame him if he did not.
He thought of every time Julian had called withdrawal prudence. Every time someone had offered to protect him by removing his choices.
“We continue,” Elias said.
When the hearing resumed, he did not add more dramatic evidence. He made the structure clear: the original mitigation money, the shells that moved it, the doctored bid data, the hotel access card, the medical leak, the attempted trust takeover. He let Nina explain the forensic details. He let Daniel state only what he could state safely. He refused to turn pain into proof.
By the end, the hearing chair formally suspended the East River award and ordered all related contractors to preserve records. The board directors who had supported the asset sale left through a side exit, avoiding the cameras.
Rowan waited until the room had emptied before speaking.
“You were extraordinary,” he said.
Elias almost rejected the compliment. Then he chose not to make suspicion his only language.
“I was prepared,” he said.
“You were both.” Rowan’s mouth softened, but he did not step closer. “May I take you home?”
Elias considered the question, the distance Rowan kept, the rain hard against the pavilion roof.
“You may drive,” he said. “Mira comes too.”
Rowan nodded as if he had been given a treasure rather than the back seat of a car with two lawyers on speed dial.
The ride downtown was quiet. Mira took a call from the auditor and repeated the only part that mattered: Brackish had started moving money before Julian’s arrest, but the transfer trail was messy enough to be challenged.
“Then we challenge it first,” Elias said.
“Tomorrow?” Mira asked.
“Tomorrow.”
Rowan kept his eyes on the wet road. “You do not have to make every decision tonight.”
Elias considered that, then leaned his head back against the seat. “No. But I can decide that tomorrow belongs to me.”
No one argued.
At his building, Rowan walked him only to the lobby door. Elias glanced back once before entering. Rowan was still there beneath the awning, waiting until he was safely inside, then turning away without asking for more.
