Chapter 4 — Terms of Contact
At 8:06 the next morning, Harborline’s board suspended Elias Hart from his own company.
They called it an interim measure.
They called it prudent while the espionage allegation was reviewed.
They did not say what everyone in the room had understood from the moment Julian’s anonymous source fed a rumor to the
Ledger
: an Omega CEO under public scrutiny was no longer a chief executive in their eyes. He was a risk category.
Elias sat at the end of the conference table with his hands folded over a legal pad. The boardroom windows showed the river in hard gray strips between towers.
“This is not a termination,” Board Chair Celia Lorne said. “It is a temporary leave of authority.”
“You froze my access before I had a chance to answer the accusation,” Elias said. “That is not temporary. That is a verdict with softer language.”
“The company needs stability.”
“The company needs the person who understands its models.”
Julian sat three seats down from Celia, sorrow arranged on his face. “No one doubts your ability, Elias. We are concerned for your health.”
Elias looked at him. “My health is not an agenda item.”
Silence spread over the polished table.
Julian lowered his eyes. “I only mean that you have had an extraordinarily difficult few weeks.”
“You seem unusually well informed about them.”
The board counsel cleared his throat. “Mr. Hart, please.”
Elias almost laughed. The room had absorbed the point perfectly and decided it preferred not to hold it.
He pushed the legal pad away. “Fine. Vote.”
They did. Seven in favor. Two against. Julian abstained, which was the most theatrical choice he could have made.
When it was over, Elias stood before anyone could offer sympathy. “You have forty-eight hours before the press realizes you suspended the only person who can explain the alleged breach. I suggest you spend them asking why the false logs originated from a remote portal none of you knew existed.”
He left with Mira at his shoulder and three cardboard archive boxes in his arms. A security officer escorted him through the lobby as though the company had become dangerous the moment he walked out of it.
“Where do we go?” Mira asked outside.
“Calder & Moss.”
“Your doctor wanted you to rest.”
“My doctor did not watch Julian try to bury me in a board vote.”
Mira opened the car door but did not get in. “Elias.”
He looked at her.
“You don’t have to win every hour.”
For a second, he nearly told her that winning was the only thing that had ever made safety possible. Instead, he said, “Today I only need to keep them from choosing the hour I lose.”
Calder & Moss occupied the twenty-third floor of an old courthouse annex, all limestone arches and rooms too quiet to permit panic. Their forensic lead, Nina Alvarez, had already separated the recovered Mercer footage into frames.

“The access card is real,” Nina said. “Hotel-standard universal maintenance credential. It can override service locks, ventilation panels, and emergency containment sequences.”
“Can it be traced to Julian?” Elias asked.
“Not yet. We can trace the card’s serial batch to the hotel vendor. But he may claim Miles gave it to him for an unrelated reason.”
“And Miles?”
“Gone from his apartment. Phone off. Bank accounts untouched since yesterday morning.”
Mira put a second file on the table. “I found something in the Harborline stock alerts. Julian’s family office began buying distressed shares through shell funds the afternoon the
Ledger
leak ran.”
Elias read the names once. Graybridge Capital. Queensmere Holdings. All hidden behind registered agents, all tied to the same private banking group Julian had used for years.
“He knew the price would fall,” Elias said.
“He created the fall,” Mira answered.
The intercom buzzed.
“Mr. Blackwood is here,” the receptionist said.
Every muscle in Elias’s body tightened.
“Send him away.”
“He says he has an agreement for you to review.”
Elias’s first instinct was still no. No to Rowan’s face, no to his guilt, no to the involuntary awareness of him that lived underneath Elias’s skin now, an unwanted echo of rain and smoke.
Then he looked at the share-purchase report.
“Five minutes,” he said.
Rowan entered alone, carrying a slim black folder. He did not cross the threshold until Elias nodded.
“You have four minutes,” Elias said.
“I brought terms.” Rowan placed the folder on the conference table and stepped back. “No physical contact without your explicit permission. No reference to the binding in public or private communications unless you initiate it. No assertion of any partner, parental, medical, or legal right. Every meeting involving us has counsel present. Every piece of evidence is copied to your team before mine sees it.”
Mira opened the folder. Her eyebrows rose.
“You wrote a non-contact agreement,” she said.
“My attorneys did.”
“At your request,” Rowan said.
Elias scanned the pages. The language was careful. Better than careful. It gave him exit clauses, independent advocates, and the right to terminate all contact immediately.
“Why are you bringing this to me?” he asked.
“Because I found something I should have reported before the award.”
Rowan’s expression did not ask to be forgiven. That made the admission harder to dismiss.
“The final procurement spreadsheet had changed weighting categories,” Rowan continued. “My compliance director noticed. I assumed the city was adjusting the formula to reward more aggressive financing.”
“You assumed the city was fixing the bid for you.”
“I assumed you had found a way to make the conservatism in your model look like a liability.”
The truth of it landed between them with an ugly weight. Rowan had not known about the attack. But he had believed Elias capable of manipulation because believing it had made a convenient win feel clean.
“You let me walk into that ballroom thinking I lost fairly,” Elias said.
“Yes.”
“And now you want to help.”
“No.” Rowan’s voice was low. “I am going to help. You can decide how much of it you use.”
Elias closed the folder. “Your company controls the subcontractor registry for the East River award.”
“For now.”
“I want every vendor contact, security contractor, hospitality consultant, and logistics firm that touched the Mercer event or the bid submission process.”
“You’ll have it.”
“I want no edits, no internal cleanup, no conversations with your board before my forensic team copies the data.”
“Agreed.”
“And if we find that Blackwood Infrastructure benefited from this?”
Rowan met his eyes. “Then you get the evidence before I get a defense.”
Mira looked from one man to the other. “I’ll have Tessa Lane add that clause.”
Elias signed nothing that day. But he slid the folder across the table toward Mira instead of giving it back to Rowan.
That was enough to begin.
An hour later, Rowan’s encrypted transfer arrived with thousands of vendor records. Near the bottom of a spreadsheet labeled
SPECIALTY ENVIRONMENTAL CONSULTING
, Mira found a payment to a company called Anther Labs.
Its listed director was Miles Venn’s cousin.
Attached was a thirty-second encrypted voicemail, sent from Miles’s number at 2:14 that morning.
Elias pressed play.
Miles’s breath rattled through static.
“You don’t understand,” he said. “It wasn’t supposed to make either of you disappear. It was supposed to make you destroy each other.”
Then the message ended.
