Three weeks later, I found my sister's name missing from the compensation list.
We were staying in a quiet inland town where the windows opened onto apple trees. Tessa slept through most nights. I did not.
The Council packet arrived with the morning post. Its proposed settlement covered eighteen people from the diverted wagons and nine from the loading hall. Fourteen names from the original death register had been excluded because their current identities required "additional verification."
Tessa read the phrase over my shoulder.
"They were verified enough to take blood from."
"Apparently that standard changes when money goes the other direction."
The settlement required survivors to surrender private copies after registration was corrected. It also placed the hearing under seal.
At the bottom, a deadline gave us forty-eight hours to accept. Anyone who refused would have to pursue an individual claim through the same Revenue office that had erased them.
I made a second list beside the first. Lost homes. Seized tools. Children placed elsewhere after a parent was declared dead. Years of wages reduced to a flat payment that would barely cover a winter's rent.
The arithmetic revealed the purpose of the deadline. It was cheaper to recognize a few prisoners quickly than to restore everything their false deaths had taken.
I folded the papers.
"We're going back."
Tessa looked toward the orchard, then at the trunk where she kept her copy of the records.
"I was hoping you'd say that."
We returned to Bellwether with the second printed set, Tessa's original notes, and statements from survivors recovering outside the city. Celia met us at the station. Her clinic was still sealed, so she had been treating patients from two rooms above the printworks.
She hugged us both, then handed me a key.
"Your old repair stall. The landlord kept it empty."
I closed my fingers around it.
The public hearing filled the customs exchange.
Printers had posted the names throughout the harbor district. Dockworkers slowed freight until the proceedings opened. Several Council members who had supported a sealed settlement now faced a gallery full of humans reading along from copied registers.
Outside, carts waited without unloading. Their drivers had voted to move medicine and food, then stop all other freight until the names were heard. Adrian had not ordered the slowdown; he no longer had the authority to do so. The workers had read Tessa's cards and chosen it themselves.
That distinction frightened the Council more than another nobleman's threat would have.
The chair called me first.
"Ms. Venn, the Council is prepared to guarantee your immunity for document offenses connected to this inquiry if all unofficial copies are surrendered."
"My invitation forgery is already described in my statement," I said. "You may decide what to do about it in public. I won't destroy evidence in exchange for safety."

I placed the proposed compensation list beside the original death register.
"Forty-one people were erased under these entries. Your settlement recognizes twenty-seven. We request individual review for every name, public correction of every false death, and compensation for lost wages, unlawful confinement, injury, and property taken after those deaths were recorded."
One by one, the evidence moved through the clerk's hands.
A Council advocate challenged the private copies. I answered with the defects no ordinary forger would preserve: a torn corner in the death register, the retired seal's missing feather, and an ink correction that crossed both original paper and later binding thread. The public archive custodian confirmed those marks against the sealed originals.
"A copy can be falsified," I said. "That is why we kept independent copies and the originals in joint custody. Agreement among them can be tested."
The advocate sat down without asking me to trust his office instead.
The original collection ledger showed names, dates, and quantities. The death register showed those same people officially gone. Freight records showed their numbers moving through Revenue facilities. Lenora's routing approval showed that her office still controlled those numbers on the night of the rescue.
No single page proved everything.
Together, they left nowhere for the lie to stand.
Tessa testified after me. She did not speak for every survivor. She spoke about the rooms she had seen, the schedules she had copied, and the people whose names she knew.
Celia described injuries she had personally treated. Mr. Bell explained how original ledgers were copied and where they had been stored. The three deaths were confirmed through entries in the collection ledger and testimony from those who had been with them.
Lenora sat behind a silver-lined rail. She denied authorizing unlawful confinement but could not explain her approval of living batch numbers or the predated search of Celia's clinic.
Her counsel called the predated notice a clerical error. The boy who had delivered it identified the Revenue clerk who gave it to him. Dispatch logs showed the notice prepared before the rescue at East Basin. It was a small fact beside years of confinement, but it proved her office had planned to find us before it could lawfully know where we were.
Then Adrian took the witness place.
I had not seen him since leaving Bellwether.
He was thinner. The silver wound had healed enough for him to stand without favoring his side, though one hand remained braced against the rail.
He confirmed his signature on the seventy-two-hour order.
"Did you intend continued detention?" the chair asked.
"No."
"Did you verify that the order ended as written?"
"No."
"Do you ask the Council to treat the consequences as solely Director Saye's responsibility?"
His gaze found mine in the gallery.
"No."
The clerk presented the transfer agreement he had proposed. Adrian would surrender the hereditary right to command harbor dispatch. Warehouses essential to food, medicine, and voluntary blood storage would pass to an independent trust with human and vampire oversight. A portion of his private shipping income would fund survivor compensation.
He signed before the hearing ruled on whether to require it.
The gallery remained silent.
I understood then what had changed during the weeks apart.
He had continued when there was no kiss to earn, no locked door between us, and no promise that I would return.
Outside, the harbor bells began to ring. The dockworkers had received word that the Council would publish the evidence and vote in open session.
The members who had backed secrecy withdrew their proposal one by one.
Adrian finished signing the last page.
His black rook pin was gone.
He left the pen on top of it.
