Chapter 9 — The Price of Letting Go
The ladder shook beneath my boots.
Wind came off the water, sharp with salt and smoke. Below me, Gideon's men were cutting at a side door while Celia moved the injured into covered carts.
I climbed past the roofline.
Glass panels stretched over the loading hall. The eastern panes had begun to shine. Beneath them, nine humans crowded against the darkest wall while Adrian stood between them and two Revenue guards.
One guard rushed him.
Adrian turned the blow, but slowly. His left side failed him when he tried to follow through. The second guard struck his wound.
He went to one knee.
I ran along the iron walkway toward the shutter housing.
The manual brake was secured by a locking pin and a counterweight chain. I pulled the pin. Nothing moved.
The chain had rusted into its guide.
"Of course," I muttered.
I wrapped both hands around the release lever and threw my weight against it. Metal groaned. The first shutter dropped over the eastern glass with a violent crash.
Below, Adrian looked up.
I moved to the second lever.
"Step away from it."
Lenora stood at the end of the walkway beneath a black parasol. One of her hands gripped the handle. The other held a short silver knife.
"The original ledger," she said. "Give it to me and I open the separation gate."
"You don't control the gate from up here."
"I control the person who does."
She nodded toward a covered stair behind her.
"The ledger for nine lives. A generous exchange."
"It already left the building."
For the first time, her composure broke.
"With whom?"
I stepped backward toward the open edge of the roof.
"Come closer and I'll tell you."
She advanced, keeping the parasol between her face and the growing light.
The second shutter lever stood beside me. I needed one more step.
"You mistake stubbornness for power," Lenora said. "Humans survive by being useful."
"That's why you kept records."
I kicked the release.
The second shutter slammed down. The counterweight chain whipped across the walkway and caught the edge of her parasol, tearing it from her grip.
Lenora recoiled into the shade of the stair hood.
"You could still come with me," she said. "Rook will lose everything after tonight. You need a patron whose name still opens doors."
"I make keys out of paper."
"And paper burns."
"That is why we made copies."
Her gaze moved to the harbor road below. She finally understood that the evidence was no longer a single object she could recover.
Gideon appeared below the roof access, a stamped Council order in his hand.
"Lenora Saye," he called, "you are under arrest."
She raised the knife.
Three guards surrounded the stair. With daylight at her back and silver aimed at her front, she let the weapon fall.
I pulled the final brake.

Darkness covered the loading hall.
By the time I reached the yard, Gideon's men had cut the side door. The nine prisoners emerged first.
Adrian came last.
His shirt was wet with blood. He crossed the threshold, saw me, and stopped as though the sight had struck him harder than the guard had.
I went to him.
"You climbed onto the roof," he said.
"You got stabbed twice in three nights. Neither of us is making excellent choices."
His laugh broke into a grimace.
Celia pushed between us. "Save the reunion. Sit down before I make you."
All forty-one names from the death register were accounted for by noon: thirty-eight alive, three confirmed dead during captivity. Their names were restored to the record as victims, not unexplained casualties.
The original ledger entered joint custody under Gideon's seal and the Council clerk's. Copies went to Tessa and two separate members of the inquiry.
Tessa stood beside the table while the final names were checked. When the clerk reached the three who had died, she supplied the last dates she had seen them alive. Ruth and two others confirmed what they remembered. The clerk wrote each account separately instead of forcing their grief into one neat version.
There would be no false certainty. There would also be no return to silence.
Lenora entered a lightproof prison wagon in restraints.
Before the doors closed, the Council clerk read the charges authorized that morning: obstruction of the inquiry, assault on an escort, attempted destruction of public records, and unlawful confinement pending the larger investigation. He did not promise a conviction before evidence was heard.
Lenora asked to speak to the chair.
"At the hearing," the clerk said.
The wagon doors shut.
Adrian entered an examination room.
I sat outside until a Council messenger found me.
The inquiry committee wanted Adrian to withdraw his confession. In return, they would treat his closure as a lawful emergency action and delay any proceeding against him. The continuing detention could be blamed on unnamed Revenue subordinates.
I carried the offer inside.
For a moment, I considered leaving it unopened. Adrian had given me the right to use his confession; I owed him no chance to retreat from it. But accountability chosen in public would matter more than a refusal I made for him.
Adrian was propped against pillows, his left side newly bandaged.
He read the paper and handed it back.
"No."
"They'll take the harbor authority permanently."
"They should take what allowed me to sign an order and stop looking at its consequences."
"You could keep the warehouses under an independent board."
"Then I'll propose that at the hearing. But I won't buy it with a lie."
The bells marked noon.
My protection had expired at dawn while I was on the roof. No guard had come to seize me. The chair had suspended the warrant once the living names matched the register.
Adrian reached into the drawer beside the bed and withdrew my signed copy of the seven-night agreement. Gideon must have recovered it from the clinic before Revenue sealed the building.
He held it out.
"It's yours."
I took it.
"You don't owe me testimony, blood, gratitude, or a future," he said. "If you leave Bellwether, no one from my house will follow."
The words hurt because I believed them.
Tessa needed air that did not smell of the harbor. I needed to learn who I was when finding her was no longer the task that carried me from one morning to the next.
"I'm going with her," I said. "For a while."
Adrian closed his eyes once.
"All right."
Two days later, Tessa and I boarded the northern train. Celia came to the platform with a case of medicine. Gideon sent copies of the hearing schedule and nothing else.
Adrian did not appear.
As the train moved, I watched Bellwether's towers disappear behind the rain.
He had promised not to ask me to turn back.
He kept that promise too.
