Tessa placed both hands on the witness table.
"Your office declared me dead because dead workers don't file petitions."
She took the folded list from my satchel and opened it beside Lenora's routing amendment.
"I was held first at the Briar collection hall, then at East Basin Station Four. My work number was B-17. You moved me on the third, ninth, and nineteenth nights of every month."
Her finger stopped on a line she had written inside her shirt hem.
"Batch B-17. The same number your office approved tonight."
The clerk compared the documents.
Behind Tessa, a gray-haired woman spoke without waiting to be called.
"B-22. Same station. Same schedule."
One of the men raised his damaged wrist. "B-31. They used the number after they stopped using my name."
Lenora's claim had lasted less than a minute in the presence of the people it erased.
The chamber broke into voices.
The chair struck the desk until the sound subsided.
"One at a time. Each witness will give a name, registration number, location, and the last date personally remembered."
Tessa began. The other three followed. Their details differed where memory differed and matched where the records could test them: the east-basin bell, the gray work shirts, the three-night transfer cycle, the narrow silver tokens given to escorts.
That mattered. A rehearsed lie would have been smoother.
The clerk marked every answer against the manifest.
The chamber doors opened again. Celia entered carrying her medical case, rain shining on her sleeves.
"I was asked to identify the condition of the recovered passengers," she said.
Lenora objected before the chair could answer. "She operated an unlicensed clinic and concealed fugitives."
"My license was valid when Revenue sealed the building," Celia replied. "The sealing notice was written before the patients arrived. I brought the notice."
She placed it beside the manifest, then confined herself to what she could prove. The passengers showed repeated puncture wounds at regulated collection sites, untreated anemia, restraint injuries, and identification scars matching the numbers on the route sheet. She did not claim who had ordered those acts.
"Their bodies establish confinement and extraction," she said. "The documents must establish command."
The distinction made her evidence harder to dismiss.
Lenora remained standing.
"These people were removed under Lord Rook's authority. His confession establishes that. We are witnessing one nobleman's attempt to conceal his own illegal labor force by attacking my office."
"His responsibility doesn't erase yours," I said.
"And yours doesn't erase his."
"I didn't ask it to."
I turned to the chair.
"Investigate both. Preserve the records before either office can touch them."
Adrian unfastened the black rook at his collar and set it on the table.
"Suspend my harbor authority for the inquiry. Gideon can surrender the dispatch seals."
Gideon's face gave nothing away.
The chair looked from the pin to the documents.

"Lord Rook is suspended from Council and harbor command pending review. His household guard will preserve public order but may not alter freight records."
Adrian inclined his head.
Lenora seized the pause.
"Then his protection of Mara Venn is void. Captain Ash, take her and the alleged witnesses into Revenue custody."
Gideon didn't move.
"The protection was registered while his authority was valid," he said. "Suspension doesn't cancel an existing witness instrument."
"I gave you an order."
"You don't command the harbor guard."
Two Council members exchanged a glance. Another called for the Blood Revenue archives to be sealed immediately.
The chair put the motion to a voice vote.
Enough answered yes.
One member demanded that the warehouse survivors be placed under guard. Another asked who would control their food and medicine if Revenue records were sealed.
"They aren't inventory," Tessa said.
The gray-haired witness beside her lifted her sleeve, showing a number burned near her elbow.
"If the Council needs a name for the expense," she said, "begin with mine. Ruth Calder. Bill me for the water you denied me."
The gallery heard her. So did the clerks recording every word.
"All death registers, transfer records, collection manifests, and facility logs are to be sealed under joint custody," the chair announced. "Director Saye will surrender her office keys and remain available to answer questions."
Lenora's expression did not change.
"The diverted wagons have interrupted tonight's supply distribution," she said. "If the lower-harbor pumps shut down, stored blood will spoil and patients will die. Allow me to stabilize the system, then I will surrender everything."
"Send a technician," I said.
Her pale eyes settled on me. "A document repairer is now advising us on refrigeration?"
"A document repairer knows when someone invents an emergency after losing a vote."
The chair hesitated. Adrian could no longer speak with a lord's authority, and the Council had not yet collected Lenora's keys.
That small gap was all she needed.
"Five minutes," the chair said. "With an escort."
Lenora bowed.
The escort followed her through the side door.
I watched it close.
"Which way does that lead?" I asked.
The clerk looked up. "The dispatch room."
Adrian was already moving.
We reached the room to find the escort unconscious beside the desk and the rear service door open. A ring of keys was gone. On the wall, a red lamp pulsed above a speaking tube.
A dispatch operator held the receiver to his ear.
"Director Saye used the priority line," he said. "She ordered Lower Harbor Facility to begin clearance."
"Define clearance," Gideon said.
The operator swallowed.
"Close the personnel exits. Burn the paper archive. Move all viable stock before dawn."
"People," Tessa said. "He means people."
The operator looked sick. "The facility code is beneath Old Quay Seven."
At last, we had an address.
Adrian reached for the wall map, then stopped. His authority was suspended.
"Captain," he said to Gideon, "you decide."
Gideon pulled the alarm lever.
The bells of the customs exchange began to ring across the harbor.
The chair issued two written commands: seal every Revenue facility and arrest Lenora Saye for obstructing the inquiry and assaulting her escort. The clerk stamped them while the operator sent warnings down the lines.
No one answered from Old Quay Seven.
The operator tried again on an older copper line. This time we heard only three clicks, repeated at fixed intervals.
Tessa gripped the table. "Shift-clear signal. They used it before moving us."
"How long between that signal and departure?" I asked.
"Sometimes an hour. Sometimes less."
I bent over the wall map. Four loading levels sat beneath the quay. The public plan showed a freight lift, a stairwell, and intake pipes. It did not show the holding rooms.
Gideon divided his remaining guard. Four stayed with the Council records. Six went ahead to secure the covered loading bay at Quay Seven. He sent a written order to the grain warehouse telling Celia to prepare every cart that could carry someone lying down.
The Council chair signed it without argument this time.
Tessa touched a mark near the bottom.
"I saw that symbol on the transfer cards."
"How many were moved there?"
"I don't know. More than the eighteen we took tonight."
Outside, the rain had stopped. Beyond the high windows, the sky above the eastern water had begun to pale.
My seven nights were almost over.
The people beneath the harbor had less time than I did.
